Do routine slate repairs need a permit in a Heritage Overlay?

A Victorian council's heritage sheet says: Clause 43.0-1 of the Planning Scheme means no planning permit is needed for works, repairs and routine maintenance that leave the heritage place looking the same, provided they use the same details, specifications and materials as existing.

What about replacing the whole roof?

Where original or significant roof cladding has to be replaced completely, a permit is generally required. The sheet says salvaged slate should go back on the roof alongside replacement slates where that is needed.

Does City of Ballarat say anything about slate?

Its Heritage Precincts Statements of Significance, July 2025, say of the Lake Wendouree precinct: Houses feature hipped and/or gabled roofs, clad with corrugated iron, Marseilles pattern terracotta tiles or slate. They describe precincts, not properties.

What none of this tells you

Does this say my roof is in a heritage precinct?

No. It says nothing about any property. The City says whether a property is in a precinct, and each council applies its own policy.
